CHEPSTOW Town Council has refused to sign up to a dog fouling scheme encouraging residents to report incidents.
The "Give Dog Fouling the Red Card" scheme calls for residents to report incidents of dog fouling through Monmouthshire County Council website.
The web pages give two options to the public when contacting the council about dog fouling.
The first, dubbed "red card level" is where a resident provides full details of the offence including the name, address and details of the person in question. They will also be required to provide a witness statement.
Entries are then followed up by environmental health officers with a view to considering a fixed penalty notice.
The "yellow card level" is where a resident reports the details of the offence and the person responsible but are not prepared to give a witness statement. Entries at this level are followed up by the community council.
