Yes, we residents are angry that the council can be so foolish as to think of closing the Usk recycling centre on entirely spurious Health and Safety issues, or financial savings. The steps and gantry system is no obstacle for anyone, as the staff on site are most helpful should one need assistance. As a local landowner I know only too well that reducing recycling sites will  lead to more fly-tipping (which has been much less of a problem since the centre opened in Usk). This a really expensive problem to prevent in the first place, and to clear up when it starts.

Perhaps the number crunchers should examine the quota system first to see where recycling can be improved and prioritised by householders?  

We are so lucky to have an established waste management system at all, as a traveller to countries without one will surely appreciate.  Perhaps the supporters of Extinction Rebellion could aim to make domestic recycling a priority, possibly introducing the subject on every school curriculum. Sorting plastics can be very difficult to get right - seeming to be at least A-level standard sometimes.
